Dashboard widgets coming to S60?

As noted by Darla Mack in Apple Dashboard Widgets Coming Soon To Nokia, the Forum Nokia developer site is offering instructions on how to port Mac Dashboard widgets to the upcoming Web Run-Time (WRT) platform in S60 3rd Edition FP2.

Ironically, development tools are only available for Windows XP ( if I understood correctly)

Are they really? From the examples I gathered that the widgets are pretty much just XHTML, CSS and JavaScript. Admittedly, I did not go very deep into the topic, so I may be totally wrong here.
